Hegai was the king's eunuch entrusted with the young women gathered from across the Persian empire as candidates to replace Queen Vashti (Esther 2:3). When Esther was brought into his custody, she "pleased him and found favor with him," and he moved quickly on her behalf: giving her cosmetics and choice food, assigning her seven select maids from the king's palace, and moving her and her maids to the best place in the harem (2:8-9). A year of beauty preparations followed for every candidate, and when each woman's turn came to go to the king, she could take whatever she wished -- but Esther, notably, "did not request anything except what Hegai... advised," trusting his experienced judgment (2:12-15). The narrator emphasizes the result: "Esther found favor in the eyes of all who saw her" (2:15). Hegai never speaks a recorded word and vanishes from the narrative once Esther is crowned queen, but his consistent, quiet favor toward her -- unusual enough that the text names him specifically among many officials -- is one of several human hands the author of Esther uses to show God's providence working through ordinary court politics, without ever naming God directly, to position Esther for the crisis still to come.
